Something I am noticing right away:
1. There is no mention that the practice itself is harassment.
2. The directive is specific only to moving vehicles, not stationary vehicles, or pedestrians.

Not mentioning the word harassment, or addressing it as that, is a clear sidestep.
Leaving the door open to spot lights being used on stationary vehicles, leaves the door open for continued harassment.

@SantaAnaPD officers Dorin Buchanan #3398 and Eric Sanchez #3465 shined into the mayor pro-tem& #39;s car on April 16. Their story was that they were looking for
a robbery suspect.

It was later revealed that at the time that they shined their lights into his car, they had already found the suspect.

Another Q: if SAPD isn& #39;t allowed to use their spot lights for moving vehicles anymore, will we see an increase in traffic stops?
Or as one of the station supervisor& #39;s put it, will they just have to pull everyone out at gun point now?
