UK strain has been most reported in Delhi with figures touching 50% in latest spread. The UK strain was first found in Punjab when NRIs got the strain with 80% cases in Punjab of UK strain. How did it spread from Punjab to UK - via Farmers Protests and the relay race of Villages.
While everyone talks about Kumbh as super spreader whose TPR is not even 1% despite Shahi Shan no one talks about how UK strain that came in Punjab spread to Delhi. The stoic silence you hear on these protests by vested interests is Criminal.

‘“About 60-70 per cent of those living in Doaba have a relative abroad. They keep returning to their ancestral homes every year, which has proven to be a problem for us as the new UK variant spreads,” says a healthcare department official.
“We have over 80 per cent Covid-19 cases of the UK variant. People have brought this virus from outside the country,” adds Dr K.K. Talwar, adviser to the Punjab government on Covid-19.
The punjab officials deny role of farmers protest in spreading it however they admit that crowding events can be super spreaders for such mutant strains.

While there is no concrete data yet to prove the prevalence of the UK strain in Jalandhar in Doaba region, authorities in Punjab believe it to be the reason behind the sudden surge. As quoted from Print article.
Now which CM allowed Farmers to sit on Delhi Border at Singhu, gave them Free Wifi, Water & Electricity and welcomed these protests amid a Pandemic. Yes Mr Arvind Kejriwal from Delhi. So now when u suffer from UK strain you know whom to look too for this criminal apathy.
UK strain did not spread due to Bengal rallies & Maha Kumbh in Haridwar. It primarily spread from Punjab while Double Mutant spread from Nasik & Nagpur the epicentre being Vidarbha. UK strain spead to Delhi from Punjab & Double mutant from Maharastra to Chhattisgarh.
You can blame center for allowing Flights from UK when that strain spread to Punjab. But crowding Delhi borders with Protestors when Punjab was badly infected a highly infectious & lethal strain was criminal. And all those who backed it are equally culpable for the mess in Delhi.
Who rules Punjab, Maharastra from where UK strains & Double Mutant spread to across India. Respective Congress Governments & Maha Vasooli Aghadi in Maharastra failed containment strategy in March coupled with inertia of Delhi Government lead to unfolding of this tragedy.
