Initial impressions after listening to parliamentary health committee's preliminary findings on Ibn al-Khatib fire:

Health comm will close ranks with MoH leadership & deflect blame onto @AliH_Allawi for withholding funds to MoH. Easy to scapegoat someone who lacks political base
It's fairly well known that since assuming office, Allawi's primary method for tackling corruption has been to withhold suspicious financing requests, not least from Sadrist-backed health minister Tamimi. This has likely impacted vested interests of health committee members too
Another tactic to deflect blame away from MoH leadership will be to emphasise confusion over authorities caused by decentralisation. It's always easy to lay blame on laws and procedures rather than individuals. More on this issue here: http://eprints.lse.ac.uk/108534/3/Confusion_and_Contention.pdf
