Rupert likes to think he can read a situation and a person pretty well but once he decides on the "right" narrative he subconsciously sticks to it, stubborn bastard that he is, and interprets every interaction henceforth through whatever lens he's come up with as the "truth"
Burt exists in a constant state of neutrality and doesn't put any effort into unpacking his OWN feelings, let alone paying attention to the ones of those around him, so any obvious advances basically become muted background white noise to him by accident OOPS
