On the vaccine manufacturing debates, lots of things are true. Sending out bit by bit on twitter, not always ideal.
The notion that patents are not a problem is not true, while the notion that patents are not the only problem is true. Drilling down into where, what and when is a good conversation. I'm glad you think so too.
Countries that have the biggest markets and the most manufacturing capacity have the most IP protection, and the reverse is also true. Supply chains for different platforms are issue too, but more for some platforms than others.
Dealing with the current crisis suggests looking at where the best assets exist today. Dealing with the next crisis does seem to mean more decentralized manufacturing, give how location matters when it comes to access.
mRNA attracts lots of attention. Its new, and seems to have amazing potential. In immediate crisis, mRNA may or may not be the most useful for some populations, and AV, protein subunit, etc, vaccines, including 2nd gen versions, have some appeal and advantages.
The TRIPS waiver should not just be about the mRNA vaccines, but about any vaccine plaform, and also the drugs and diagnostics.
The limits to the benefits of the waiver are pretty real, from a legal point of view, even though there are some important ones, such as lifting 31.f, 31bis and 39. The debate seems to be also about the political benefits to countries seeking to do what Germany did in early 2020.
Even more challenging is getting more coordination at the global level to address the measures that would scale production and enhance access to affordable vaccines. Transparency has been crap. Leaving things to companies isn't responsible, given their own interests.
Real cooperation would mean pooling rights and know-how etc from government funded R&D, co-funding know-how buyouts and co-funding and making into public goods data from clinical trials on promising new vaccine candidates.
