If only we simply had - only Union procurement at fixed pre-agreed pricing that provided sufficient return for the manufacturer to invest in capacity (alternatively a supplementary grant from GoI), a clear procurement schedule and published allocation formula to states, and.....

...free vaccination for all citizens, funded naturally by the Union (as the sole procurer), with paid vaccination only at private hospitals/ clinics - for ease, we would be done with design issues and could focus only on execution.
