The Union Government took a full 8 months to just invite bids for tenders to set up oxygen plants in India.
An investigation by journalists @VijaytaL and @psychia90 for @scroll_in, revealed the autonomous CMS Society under @MoHFW_INDIA only opened bidding on 21st October 2020!

The entire project from start to finish, was the responsibility of the Union Government, and State governments had nothing to do with it!
Furthermore the budget outlay, (from the PM CARES Fund), was a relatively paltry sum of ₹201.58 crores.

Shockingly, work on the installation and operational completion of the oxygen plants has proceeded at a tardy pace, as confirmed by the Union Government itself.
Only 33 (of the 162 sanctioned) have been installed and as the #CoronaSecondWave broke, only 5 were operational!

The Delhi High Court in fact pulled up the Union Government for non-compliance in very strong language, on 22nd April, 2021.

Under sec.35 of the Disaster Management Act 2005, the Central Government is empowered to control all aspects related to the management of the ongoing #COVID19Pandemic.
