Inputs : Based upon my Twitter feeds, ground report, also based on the information being provided by villagers, and guys working at block level in various blocks of various districts.
What's prevailing situation?

Oxygen is needed but it's not that oxygen is needed throughout the India or almost in every state across the length and breadth.
Upon carefully exploring twitter feeds we can see that people from Southern states, North eastern states & even Central India & for that matter North West India they do not need oxygen as much as it's being needed in just few zones/ districts or states.
Where oxygen is needed badly?
Based on twitter feeds

A) Lucknow
B) Varanasi
C) Gorakhpur
D) Allahabad

I haven't seen same number of cases from Gorakhpur & Allahabad.
If I talk about other major cities (in terms of population) from eastern, Western, and Central UP (again based on my twitter feed, maximum activity among all platforms where such information can be posted) like Jaunpur, Agra, Mainpuri, Meerut and others.
I don't see such panic for oxygen cylinders & hospital beds. That's all about UP. What you hear about Lucknow, isn't the same situation in suburbs, & what's in suburbs isn't in rural areas in fact as of now people are doing absolutely okay. (Based on my travelling experience)
So that's about UP. Second is NCR, mainly Delhi ( I haven't observed such emergency in Punjab, Chandigarh, Hariyana, Uttranchal, Jammu and Kashmir or Himanchal Pradesh).

Delhi isn't that big that it can't be managed if targeted action strategy is approached.
Resources are there, they just need to be optimised, diverted, & used smartly.

At least 3-8 small/ medium oxygen plants can be installed in these districts of UP in next 7 days. If that's feasible then we will have amazing results in coming 20 days thus controlling deaths.
Keep one thing in mind that Oxygen isn't needed across the length and breadth of UP but few districts and not everywhere in those districts. Mostly dense urban areas. Rural areas are doing okay and people aren't infected in the same way.
Additionally at least 20 small oxygen plants can be easily installed in Delhi suburbs, in or around major hospitals in next 10 days.

We can also approach to friendly countries for help in installing the oxygen plants & that's not equivalent to asking codes of F-22 Raptor.
Fear mongering and panic mongering are part of politics. Probably to keep the gov under pressure (That's what Pfizer, Moderna, and US gov want)

What we see on TV is entirely different from ground reality but yes few districts are exception like Lucknow, Delhi, Varanasi etc.
Adjoining districts are doing much better. There's less fear & panic mongering. And I was really happy to see the awareness among villagers. They have masked up, despite elections, they are practising social distancing (Ground report not based on twitter feed).
Spending too much money on logistics which is conventional approach, waiting for something miraculous to happen isn't gonna solve the problem.

Optimisation of resources is the best strategy & meanwhile available/ surplus resources can also be diverted where it's needed most.
