Centre will vaccinate healthcare and frontline workers and those 45+. Free. Via govt hospitals.
Approx. 28-30 crore
States (and private sector) to vaccinate those between 18-45 years.

Some citizens will be able to pay and vaccinate themselves via private hospitals that can now also import vaccines.
Companies may pay to vaccinate their workers.
But the bulk of the burden will fall on states.
