Phase 4: OK even if well intentioned centre could have done more it& #39;s the babus, India needs 1 man rule

Phase 5: OK no one man rule, but criticizing is easy. What else could we have done - step in our shoes and see how difficult it is!

Phase 7: OK govt could have done more but India is a big country, it is not easy to manage. India = America + South am+ Europe + Africa etc etc
