There is nothing anti-speculative about single family, zoning, downzoning, or any other type of zoning. Zoning merely controls the form of value, not its magnitude nor its movement. Capital gentrifies regardless of planning, and zoning is not the right intervention to stop this.
Upzoning, however, can and does put tenants at risk due to the formation of rent gaps, a concern that should be central not secondary.
The point being, zoning in particular is not a tool that should be of central concern for socialists. It does not extend control over capital, only the illusion of it.
Our orientation to zoning policy should be about the mitigation of harm. While we shouldn’t expend energy in support of upzoning, we shouldn't expend energy in opposing it where harm to tenants is not a concern.
