It has less to do with the OCCURRENCE of an interruption but more to do with the ACCEPTANCE of disturbance.
And this acceptance is in the hands of the person facing that disturbance.

To understand it better, let's take detail it out
Imagine there are two people i.e. Person 1 & Person 2.
Now this PERSON 1 can only 'disturb' PERSON 2 on the completion of these 3 steps,
Step 1 â
PERSON 1 allow himself to get diverted from what he/she's doing right now

In the same case which we discussed,
If it's a "NO" from PERSON 1's side and despite that, PERSON 2 is keeping on bugging him,
that's outright "Harassment"
