Xiao Yang 小杨 (Qian Hongjuan 钱红娟) gets the belt from disgraced commune accountant Qiu Jincai 邱金才 (Feng Qi 冯奇), then asks for it to be reimbursed by the new commune accountant, Hong Ying 红英 (Wang Zheng 王政). She turns her down.
When Qiu Jincai suddenly counsels Xiao Yang to return the belt, Hong Ying looks deeper into the case. Qiu Jincai turns out to not be a run-of-the-mill capitalist roader, but part of a gang of robbers. Xiao Yang forgot class struggle and was taken in by an enemy of the people.
Going back to the movies of '74 and '75 is interesting after watching the post-'76 anti-Gang movies, depicting general chaos. It's interesting, too, that few of the movies from around this time have a contemporary setting. Even here, I think this is supposed to be the '60s.
Watch it for yourself. Forty minutes is the ideal runtime for a Cultural Revolution fable, as well, since it cuts down on time that would be filled up with even more speeches to camera.
