Here's some insights about developing that new #Thrawn art based on some chats with Tim Zahn. To understand, take a look at the complete jacket that shows the back (I hear that's helpful for costume making).

The question was - do Chiss EDF officers have dress uniforms?
We settled on the idea that while Chiss, of course, have formalwear, that Expansionary Defense Force officers, instead, preferring tactical readiness. So their dress uniform morphed into this set of epaulets joined at the back by a strap that forms a sort of yoke.
The medals and adornments get attached to the chains at the front. But the ease of putting this on over the normal uniform means that in a crisis, a Chiss officer can simply unclasp the yoke and be ready. No wardrobe change required. (Bonus: saves on dry-cleaning!)
The epaulet design is absolutely inspired by classic #StarWars art of Thrawn in his grand admiral uniform with the big gold epaulets. But we played with the geometry and design a bit.
