The Huntsville Police Citizens Advisory Council reviewed over 300 hours of video from the protest.
Huntley says they revived no cooperation from other law enforcement agencies involved during the “investigation” stage.
HPCAC says they only got cooperation from Huntsville Police Department but not other law enforcement agencies.
One common concern from witnesses- rubber bullets deployed for crowd dispersal. HPCAC found that Madison County Deputies used rubber rounds.
One former Huntsville Police Officer stated on his body camera that he used five rubber bullet rounds. There is no proof HPD Chief McMurray authorized that.
HPCAC says HPD has an internal communication issue and has a quality control issue from the top down
Another common concern from witnesses - snipers on the roof. HPCAC found those officers were Madison County/Madison City Police. This was not authorized by Chief McMurray, No HPD on the roof
Beanbag rounds were used by HPD officers — there is no conclusive answer by HPCAC as to if the use of those was appropriate.
HPD policy states officers are not supposed to strike someone in the face with a beanbag round. Caught on body camera audio of one HPD officer— saying he struck someone in the face with bean bag round
Huntley says the use of chemical agents (pepper spray) was inappropriate by several officers. And recommends better training for officers to understand protocols for use.
On body camera officers were captured saying “we weren’t trained for this”
Number one recommendation from HPCAC— this unrest associated with this issue is not going away, it is here with us. The department needs better training and have officers know how to better handle protests
Broad issue- poor communication and clear direction
Multiple law enforcement agencies were all there to work collaboratively— but the approach to crowd control and crowd dispersal was different among the different agencies
There should be a Memorandum of Understanding to clarify who is in control and what types of methods will be used to handle crowd control
HPCAC were not able to interview line officers whose body camera were captured and reviewed. A missing piece that was important. But again, not allowed from Chief McMurray
