Hey, Twitter. I've been going through the NDIA's payments worth over 100,000, as per their Senate orders. And I am wondering about the items marked confidential and also if all this additional expenditure is authorised, procured properly and - well, by the book.

Check this out.
2/ There are some funky things under the 'non disclosed' columns. Like this payment, of $9,117,166.08 to the Minister of Human Services for Early Childhood Intervention. I get the payment (it's for four years) but why would it be 'Other: Commercial-inconfidence; Privacy Act'?
3/ There is Serco, who got a resounding 158,844,796.00 over 4 years. Sarah Johnson's outsourced actuary company, $257,403.71 & $1,356,935.74.

Boston Consulting Group. Consultancy Services Relating to Scheme Work Phase 2. Disclosure would reveal trade secrets, they say. $825,000.
4/ DB Results, who are working on the tech stuff. Disclosure would reveal the contractor's internal costing information or information about its profit margin. $310,514.05 & $3,752,069.75.

Services Australia Services Australia, Shared Services MoU Costs, $19,343,000.00.
5/ Cushman & Wakefield Pty Ltd, Capital Works Project Management. For this one, over six months, #780,985.76 and $965,617.40. Does this match up to community expectations?
7/ This reason. 'Disclosure would reveal the
contractor's internal costing information or information about its profit margin' is used a LOT. Why? What does it matter if it reveals information about its for profit margin, especially if it is a not-for-profit and reports anyway?
8/ I have concerns. APM are Serendipity. They have another fifty or so, at least, orgs under them. They are being paid to deliver services in Qld. 'Other: Commercial-inconfidence' is in the disclosure box. 16,677,448.99.

And this might not matter, except for - this.
9/ Advanced Personnel Management got paid $54,055.93 & $3,850,000.00 for the Independent Assessment Pilot stage 3, it says. 28/09/2020 to 8/01/2021. 'Disclosure would reveal trade secrets which are judged to have the potential to cause detriment to the contractor.'

Detriment?
10/ I didn't know the name of the newish CEO who came from EYS, but found it via some of the documentation. His name is Michael Anghie. So I searched a bit and what I found was quite surprising.

The circles he moves in, for a start.
12/ Clayton Utz, who have a cool couple of mill listed 'disclosure would reveal the contractor's internal costing information or information about its profit margin; disclosure would reveal trade secrets which are
judged to have the potential to cause detriment to the
contractor'
13/ Why were Aspen Medical given well over five million bucks for 'Scheme Continuity COVID-19 Response Services - Support & Healthcare Services'? Well, all I could find was this.

https://www.ndis.gov.au/news/5157-commonwealth-update-ndis-participants-and-covid-19-24-august
14/ 'Aspen Medical has been appointed to provide a clinical first response for any identified outbreak in Vic, which will ensure that infection control procedures, personal protective equipment (PPE) & nursing support is immediately in place for residents & workers, if needed.'
15/ Interesting.

As is this. Vlocity Inc were paid $192,383.10 for Software Maintenance and Support - 'entire contract terms are confidential (subject to disclosure requirements to government, parliament and as required by law) - pursuant to contractor's template contract.'
16/ What a surprise. Vlocity are - Salesforce.

God help us. https://vlocity.com/

And I wonder why the Australian Human Rights Commission are providing recruitment services. That seems - irregular. Especially with the disclaimer.

17/ There is a lot to look at, if you look carefully.

And other unanswered questions like this. Macquarie University Sponsorship Agreement 49 27/11/2019 29/12/2023 $ 352,000.00. Co sponsors include - TAL.

My question is this. Are we really 'unsustainable'? And why?
18/ Any answers welcomed. I figure there may be some easy explanations for some of this. For the rest, well - I wonder how much of this total spend, excluding community grants, could have been spent on lifetime care and support for disabled people.
I wonder how many of those contracts that are NOT disclosed (cos only the over 100,000 mark are listed) are worth $99,999.

Any way of sourcing this?
