400, 600, 1000 rupees a vaccine, this adds up in families and we need to ask ourselves what happens when families can afford two vaccines, who gets left behind? If vaccination becomes mandatory to enter schools, colleges, workplaces, you know where this is going.
Families will make choices and those with disabilities will be deprioritized for vaccinations, especially when one considers taking them to vaccination centres may be expensive ordeals in themselves. This is why putting the onus on individuals to pay for vaccines is dicey.
There are others who may be deprioritized as well - people with health conditions, older people who missed out the first time, girls, etc so there must be a universal vaccination strategy for all. Within this system there must be prioritization for persons with disabilities.
