Their premise ( lower leverage against a concentrated supplier group) is weak.
Or at least contestable.
They also critique the grant funding to SII and other maker suggesting " no country has done this" and that there are cheaper alternatives. Umm, advance put to vaccine manufacturers under Op Warp Speed was similiar * in spirit* if not identical. Abstracted, it's a backstop.
There are many forms of a backstop. We went A. The US chose B. As to the cheaper alternatives bit, weight that against time! You could either get it spot- on, or you could get it functional. The GoI chose functional. War time pub policy ought to be that.
