In the probate notes by Judge Brenda Penny (JP) in BP108870 SPEARS, BRITNEY JEAN - CONSERVATORSHIP, JP notes that:

This means that for the last 12 years, at least, this conservatorship was instituted without a finding that Britney lacked medical capacity. However, this seems to be distinct from having mental/legal capacity.
Still, JP's signaling that this is a "voluntary" conservatorship signals that Britney does not lack capacity, mental or medical.
