I also commented on the lack of any right of review/appeal against fixed penalty notices under the covid regulations - so the only option is to pay up or risk a prosecution even if there’s been a mistake
Later witnesses expanded on some of this and talked about the problems for those seeking to understand the law, the chilling effect on (eg) public protest, and the consequences for prosecutions and the courts
