Let's be clear that our advocacy of #travel measures during #COVID-19 is not the same as the panicked deployment of policing we are seeing when you fail to act early, lose control and reach crisis point. There are many policy levers to prevent this situation. Thread👇
Determine if pathogen being spread by travel. Collect and share right data. If yes, as for #SARSCoV2, clearly define essential and non-essential. Reduce travel to essential through disincentives such as advisories, registration, testing, surcharges, mandatory quarantine etc.
Tightly manage risks for remaining smaller # of international travellers using pre-border, at-the-border & within-the-border measures. Screening, testing, safety protocols. Vaccinate #EssentialWorkers including flight crews, all airport & border staff, airport taxi/bus drivers.
Repeat #testing of all travellers at various stages of journey. Don't rely on 1 negative test as false negatives, potential for infection along journey, insufficient viral load to be detected, fake test certificates etc. Test upon arrival & post arrival. Collect data on results.
Mandatory quarantine of all international arrivals by land, air & sea. This need NOT be quarantine hotels but does require good system for community quarantine. Clear info on gold standard of practice, high quality tracking & monitoring of compliance (eg apps, regular checks).
If govt does not create effective community-level quarantine system, designated quarantine facilities become necessary. These then need to be well-run, clean, safe, nice food, allow exercise, virtual social contact. Dismayed at reports of problems with roll out of current system.
Failures to manage travel at Canada's borders means provinces/territories become next level of defence. Variants have now entered and are spreading. More variants will do same if border issue not fixed. Vaccine roll out at speed but keeping variants at bay remains critical.
Repeat steps described above for inter-provincial travel. Add: reschedule events that attract travellers, reduce availability of transport, discourage out of town bookings, compensate relevant businesses and workers, share data on why travel needs tight mgt (stop saying banned).
We need to use all of these levers long before installing police checkpoints and random stopping of vehicles. Most people will then decide travel too inconvenient or expensive. Remaining will see compliance with travel measures good for them and good for their local communities.
Finally, if we'd managed travel effectively from beginning and esp since 1/21, we would've prevented surge of #variants, vaccine roll out would not be at risk, & we'd be enjoying local travel freedom. Instead, lack of timely fed/provincial action means far less freedom to move.
