You do not need to submit a separate application for you to be considered for funding. However, it is advisable to check department's specific requirements especially regarding funding before starting your application.
The main funding route for graduate studies in the USA is Graduate Assistantship (GA).

The two types of GA are Graduate Research Assistantship (GRA) and Graduate Teaching Assistantship (GTA).

GRA is usually awarded by a faculty with funded research through the department,
while GTA is awarded directly by the department.

There are two ways you can influences your chances of landing a GRA. One is by sending cold emails to faculties and secondly is by mentioning faculties you will like to work with in your SOP, explaining your interest in their work
and how it intersect with yours and past research experience.

You can land a GTA even without mentioning any faculty in your SOP, once you have a strong and convincing application.

The use of novel teaching methods included in your CV can also be an advantage for GTA.
If you intend to do your PhD immediately after your masters, you can apply directly for PhD with your first degree. For most schools (if not all) in the US, you do not need a Master's to apply for a PhD. You will usually get a Master's along the line.
The competition for funding is high and you need to put in the best application to stand a chance of getting a funding.

Here are some things you should do to increase your odds:

1. Prepare and write the necessary test (TOEFL, GRE, GMAT etc) for your program. The tests
might be waived for getting an offer but when it comes to funding decisions, it can play a vital role.

2. Do a WES evaluation, if you have a low grade. This have helped alot of students with low basic grade to land funding.

3. Take your time to construct quality and

4. Look up faculties in your area of interest and start to prepare your cold emails, the next couple of weeks during the summer break might be a good time
to send such emails against spring or fall 2022.
