This is precisely the problem with Brexit, not itself but the manner of it, which has provided an enormous glowing sign that says, ‘We do not care about your views.’
Don’t treat people like they’re part of a union? Then don’t expect them to want to be part of that union.
I also predict close to no chance that PM Johnson will allow a Scottish referendum.

Why? Because it is political kryptonite.

If he loses (50/50 at best) his political career is over and he goes down in history as the PM on whose watch the union ended.
This will, naturally, make the situation worse. The problem with the ‘kick it into the tall grass’ argument is that it assumes the future will be better...why?
All other things being equal, by refusing a referendum, the case for Scottish independence is immeasurably strengthened because it provides a cast iron example of Westminster not listening to the ‘will’ of the Scottish people.
Conversely, the success of the vaccination procurement program provides a good case for ‘better together’.
But punt, he will. Leaving the problem / opportunity (depending on your viewpoint) for someone else to clear up / along with the far from resolved question of the UK’s relationship with the EU.
