The task of the Drafting Committee, which BRA was the Chairman of, was primarily a "secretarial one" to check if the new draft incorporated and tallied with the decisions of the constituent assembly!
The Constitution was the result of decades of work of several Hindu leaders who were working to create an administrative system for India working within the British government of India. And the process had started decades before the constituent assembly was formed.
Sir Benegal Narsing Rau, a British civil servant who was the constitutional advisor to the constituent assembly, played a pivotal role in the creation of constitution. He prepared voluminous document - Constitutional Precedents, from virtually all major countries' constitutions.
Hindu leaders such a Sardar Patel, Acharya Kripalani, KM Munshi, HVR Iyengar, SN Mukherjee, Sir Alladi Krishnaswami Ayyar, N Gopalaswami Ayyangar, KT Shah, KM Panikkar, and many others made significant contributions in making of constitution. Most of them have been forgotten!
By August-September 1947, the draft of the constitution was virtually completed. Then, the "The First Draft of the Constitution of India" was prepared by Sir BN Rau with assistance of SN Mukherjee. Later, a "Drafting Committee" was constituted.
BRA was selected as chairman of drafting committee only for the sake of courtesy, as a gesture to include everyone in the national task. After extensive deliberations and discussions by all members, on 21 Feb 1948, submitted the revised draft to the President.
After further deliberations in the assembly, the constitution was finalized on 3 November 1949. BRA was at best a rapporteur, a recorder of discussions that took place in the drafting committee. To ascribe more than this to him is nothing but a fraud on this nation!
