For many companies, these are a no-no. It's “spreading too thin”, “a cost”, “a distraction”, “an HR/branding mechanic”, or some other manifestation of community contributions being some kind of purely opportunistic lever.
Others realize the massive foundation they are built upon, and to which they naturally give back. An uncompromising drive to contribute exists across the board, including leadership, and at least partly independently of business goals.
I suspect @tobi not only understands this on a deep level because of his background, he actively enables and incentivizes these behaviors. Because he understands that without OSS or a vibrant inter-connected community, none of it makes much sense.
This attracts others that understand this as well, and the positive reinforcement cycle repeats and compounds over time.
