the avengers won't be seen as heros anymore, people at some point are going to turn on them
this kinda brings me back to an interview where daniel brühl said that the reason why seeing bucky, sam and zemo together is so interesting is because the lines between hero and villain don't really exist anymore. he said that the 3 of them bond over their grief
(zemo's grief for loosing his family, and sam and bucky for loosing their best friend) and let that be the foundation of the dynamic they have going on
he said there's not a distinction between "oh you're the bad guy who shouldn't be trusted, i'm the good guy who's here to stop you". that they're at a point of their lives where after all they went through, relationships are a lot more complicated than that
and i feel like this could also translate into the relationship between the public/civilians and the people who they thought were heros
