It seems the MECQ tomorrow will follow the IATF Omnibus Guidelines as of April 3.

When asked if there will be new policies, like new classifications of businesses that can open and under what capacity, DTI Sec. Ramon Lopez sent these screenshots to reporters:
“The IATF recommended to the President to shift to MECQ after 2 weeks of ECQ, to restore more jobs and livelihood for the people,” Lopez said on Viber this Sunday.
“But this comes with the continuing priority to increase the healthcare capacity such as ICU rooms, and isolation units, and contact tracing capabilities to lower the number of new cases per day,” he added, although this remains to be seen.
Lopez added that outdoor dining is allowed under MECQ, but not indoor dine-ins.

It is not clear why these guidelines were not announced by Roque earlier. So instead, we’re getting bits and pieces of what to expect tomorrow.
