The US senate foreign relations committee is proposing millions of dollars of funding for media which reports on the "negative impact" Belt & Road projects
That is part of a proposed $300 million "countering China's influence fund"
There isn't any new government funding for development projects in Africa in the Senate bill, which says that is a matter for 'the market' i.e. the private sector and diaspora business owners
For Latin America, there is a goal of an $80 billion capital increase for the Interamerican Development Bank (which funds projects). The bill proposes "conditionality" so that Latin American countries will be "prevented" from borrowing from China
The bill notes an increase in anti Asian racism and attacks on Asians in the US. It condemns the racism, although no new funding is proposed to combat it
Back to the $300 million countering influence fund, the bill states that much of this funding will be aimed at journalists and academics in the US and abroad who are in need of government protection from Chinese government "disinformation"
"Disinformation" can be hard to define: the bill cites the state department's Global Engagement Centre (GEC) as authoritative. In August the GEC said reports China would create vaccines and share them globally, while the US would hoard treatments, were Chinese disinformation:
That kind of example shows why journalists can be a bit wary of governments seeking to define what "disinformation" is
