Very small analysis on Nagatoro ep1.

Most bullies attack their victims in group, not if they're by themselves.

Nagatoro not joining in the sh%tpile while the other girls are laughing at the MC's manga in his face shows Nagatoro is in fact not displaying classic bully behaviour.
Plus these girls are her friends, so bullies would see this as the perfect opportunity to further bond with them. She doesn't, she just carefully looks at the manga in silence.

She does bully him right afterwards, but strangely becomes fixated with him and starts following him
After this second episode of bullying (which in this case feels a bit less so), she stops once he starts crying and offers a hand (tho she does seem to enjoy seeing him like this)

Knowing japanese tropes, these are elements that could very well lead to actually wholesome events
ofc i still wouldn't call her behaviour "teasing", as it's 10x more cruel than Uzaki's actual teasing. But still, things will change down the line.

Sauce for this conspiracy theory: I was bullied for 4 years. I do know a thing or two about bullies, victims... and anime tropes.
And of course, this is reinforced in the ending, which does feel a lot more like actual teasing in comparison.
