The underside is called the omphalos, or the navel...the center of the world. Omphalos stones were believed to allow direct communication with the gods.
So it isn’t mercury, but functions as a mirror that looks like mercury, and reflects a distorted view of reality. In a way, it’s a giant funhouse mercury mirror.

which leads me to believe that perhaps the whole Millenium Park is representative of the navel/omphalos. The pavilion also has a major pineal vibe
There is also a cool fountain nearby, one of the largest in the world, and inspired by the fountain at Versailles. Dedicated in 1927
