First, he assumes those kids won't be punished enough for their crimes if not given life-- WRONG. It is only in the US that we could possibly believe that 2 decades in prison is not harsh enough for a child. That's a max sentence for ADULTS in most developed countries.
Keep in mind, the JRA doesn't guarantee release for anyone. It just allows for REVIEW after 2 decades. Those who pose no risk to society will have a chance at freedom. Others remain behind bars.
