What Shephard is NOT saying is that IN FACT the government has tabled a WAGE FREEZE for a full year to all provincial bargaining groups. How is that going to help with recruitment and retention of staff to alleviate pressure in the sector?
Everyone should know: the government is refusing to move on or discuss anything unless public sector unions accept a wage freeze. If that's "bargaining", it won't help R&R one bit.
