I suspect this is all linked -- the effort to promote border insecurity intends to tap into and, in a way, solve, masculine insecurity. I mean, Stephen Miller would have to be Exhibit A of that, wouldn't he, bolstering his dubious masculinity by his cruelty at the border?
Why would anyone even think there was a need to vouch for Miller's "alpha" (male) personality? The comment comes from such a twisted headspace, but one that reveals what we're dealing with at the border, as portrayed by @bpunion.
