Ah yes
The "danger" of not being eternally vigilant is "some townhouses might be constructed?" The correct number of public hearings for these types of projects is zero. The reason you can build them on land zoned for one-family houses is because that's precisely what townhomes are?
Cleveland's not a high cost city that desperately needs to be adding new housing as fast as it can but these are completely innocuous buildings that people (evidently) are happy to live in if they're available.
These type of slot-under townhouses perpendicular to the street go for like $800k in San Diego because they're so much *nicer* than the existing housing stock and no one actually cares about whether they have a yard or not, at least not enough to pay for it. It's smart infill.
