1. On 01/03/2021 we have filed a representation before the @CMofKarnataka and HRCE Commissioner pointing out several issues of financial misappropriation, mismanagement in Sri Kukke Subramanya Temple. The representation has been filed by our lawyer @ShreehariK.
2. Temple books haven't been audited for last 5 yrs. Previously audit was conducted for FYs 2008-09 to 2011-12 in 2015 & for FYs 2012-13 to 2014-15 in 2016. The Audit reports pointed out numerous inaccuracies, errors, mistakes apart from instances of mismanagement.
3. Some of the issues highlighted are:
a. Non-preparation of Budget for each year prior to commencement of the year.
This indicates non-maintenance of regular books of account and thus lack of data for preparation of budget.
b. Fixed Deposit Register not maintained as per norms.
This assumes significance in the light of several allegations over last more than 5 years about mismanagement of temple funds by authorities. As on 31/03/2019 the temple has fixed deposits of 334 crores.
c. Register not maintained for various EMDs given.
Temple funds are being expended for all and sundry work around Kukke, even for non-religious and secular purposes, & EMDs are given for the same. Not maintaining register would lead to excess payment, diversion of funds.
d. Auditors have expressed disappointment over Kukke temple funds being expended for non-productive, non-religious purposes. Tenders are floated and contracts given to handpicked people for excessive cost and thus temple money wasted.
e. Auditors have pointed out that computerised receipts are generated without any authorisation, indicating possibility of temple money being scammed through unaccounted receipts with govt authorities possibly operating the scam. This needs to be investigated.
f. In continuation to the above, Auditors have red flagged instances of unauthorised and possibly unscrupulous people vested with responsibility of handling cash, giving further weightage to allegation of misappropriation of temple funds.
g. Auditors have redflagged that temple does not maintain a Fixed Asset Register, despite owning numerous commercial properties, apart from over 100 acres of agricultural land. This gives room for misuse, loss, encroachment and illegal transfer of Deity's properties.
4. The Temple has never complied with any directions of the Auditors, meaning the audit has been reduced to a mere formality and temple accounts and affairs continue to be maintained in pathetic condition.
5. Rents are not being realised, contracts are being handed out to selected people at over market value, non-production of receipts for payments made leading to loss in the tunes of crores of rupees to the temple.
6. We have requested @CMofKarnataka to forthwith issue direction conduct audit of temple accounts for all pending years, comply with directions issued by auditors and direct proper maintenance of Temple Fixed Assets Register & hereafter conduct Audits within 6 months frm year end
7. There has been no response from Govt so far and we have filed a reminder yesterday. We hope that needful would be done by @CMofKarnataka soon in the best interests of Sri Kukke Subramanya Temple.
