I don't think there are any real qualifications one must have to be a writer or artist, especially in comics, except one: You have to be curious. Curious about people, history, society, architecture, science, fashion, whatever. You have to want to know new things, just because.
Are there uncurious people working in the arts? Sure! But they tend to produce stale work with little resonance. Curiosity is the fuel of stories. You have to want to know what happens next.
Things like draftsmanship, knowledge of plot structure, pacing, etc. is all well and good, but plenty of people have made truly great stories without a firm grasp on them. And if you're a curious person, greater understanding of the craft will come anyway while doing the work.
Also, if anyone tells you that you need x amount of experience or x amount of proficiency in whatever technical skill before you start building a story, they're wrong. Just start. Follow what you're curious about. You'll learn technical skills best by using them on a project.
