Arms which can be used to defend oneself can be of various kinds including but not restricted to just firearms.
Unless the rulers thought/think that the common man can at best use only furniture, gardening tools, kitchen knives and chilli powder to defend him/herself when confronting criminals illegally armed with latest weaponry.
