Xander's ki outdoor seating is "adapting to an economic crisis"
Ghareeb ka thaila is "encroachment that needs to be removed for development"
This isn't a dig on Xander's. This is a reminder that what you consider "pushing boundaries" when rich people do it, is considered "rule breaking" when done by the working class.

The poor man is *always* facing an economic crisis in the country, and adapting just like Xander's.
Except those with the loudest voice and the power to impact policy are not facing the same crisis. Neither are they his primary customer base. So it becomes convenient to view his efforts of survival in this economy as a nuisance.
You are not facing a housing crisis yet. But when/if you do, you will adapt similarly. Bahria and DHA will just end up calling it "outdoor camping facilities" instead of "jhuggi".
You change the language and you think this is cutting edge innovation. Nope. It's survival. And the poor man has done it longer and better than you because that is his only option.

Which is why it is necessary to regulate their businesses. To provide opportunity instead of -
razing them do the ground to uselessly chase an upper-middle class imagination of the city. Let your streets thrives. Work around limitations to create unconventional possibilities. Just how you do it when it is the restaurant you frequent that faces the threat of shutting down.
Next time they try to "develop" the cities, think back to this moment. When *all* of us were forced to relocate on the streets and considered it not only our right to survive, but patted ourselves on the back for our supposedly out-of-the-box thought process.
Approach the city with a little more empathy. Now that you can see how essential public and common spaces are.

(What I feel about having pounds of steak on the street as more than half the country struggles to get access to staples is another discussion for another day.)
