Our people need strategic depth. Whether in defence or health we need to push our borders as far from our nation as possible. For defence it's clear how we achieve it. Friends and allies put our frontier on the eastern border of @NATO. But in public health?
That's where our aid comes in. As covid has already made clear, our border doesn't start at Dover. Outbreaks in Wuhan have seen infection in Britain and closed the economy. It would be much worse would if the outbreak were in a country without any real public health provision.
We need to rebuild our public health perimeter at our weak points - the points of connection with our people. Preventing pockets of disease from emerging from poorest parts of the world is about protecting the British people.
Of course helping others with their public health is about protecting others, but most importantly it's about protecting ourselves.
Britain's foreign policy is made of DATA - diplomacy, aid, trade, arms. We need them to work together to be secure. Aid is a vital part of our public health protection, as this pandemic makes clear. We are connected to the world so we need to shape it.
