Some countries already had more-developed vaccine manufacturing capacity, but others like Spain re-tooled to produce vaccines that were likely to be approved, so that their citizens could be vaccinated quickly. Canada did not. What is the Trudeau govt's explanation for that?

As I said months ago on @TheHerleBurly while other countries were signing deals with pharma corps in Mar. & Apr., Canada entered into a failed agreement in May between the NRC & CanSino - a company funded by Beijing & producing its vaccine with the PLA.
