Tonight, Emmanuel Macron to announce new COVID rules for post 1 Dec. Again, I'll be trying to tweet what he says as he says it.
Please remember:
* The English translation might be clumsy
* It won't be verbatim
* It's what HE says so don't yell at me for it.
* Can't answer ???s
And he's on:
Where are we a month later. Positive cases have gone down, number was above 60,000 and has stabilised to 20,000 cases a day on average. i/c patientis 4,900 down to 4,300. Spike of second wave has passed.
"Your efforts have paid off...we have learned to better take in charge and treat patients to avoid their cases worsening."
Praises all health workers and volunteers.
"It's all together we have saved lives".
"We mustn't forget other health conditions...and long-term effects of Covid-19." Says he's ordered a report into the psychological effects of the epidemic.
"The virus is still present in France as it is in the northern hemisphere...today we have 50,000 deaths due to the epidemic
"We have a few weeks to go to reach point we have controlled epidemic and stabilised number of contaminations...

"We have to continue our efforts."
What are aims: save max number of lives, control disease.. and save the economy and other important areas including education...

If contaminations are under 5,000 aday restaurants and sports gyms can open. School classes fully open.
"We must do everything to avoid a third wave and a third lockdown" Don't drop your guard over Christmas holidays.
Protect elderly and vulnerable. Wash hands, respect distance, air rooms every hour, wear masks at home if necessary and if in presence of those who are not close family.
In January no test result will take longer than 24 hours.
"We have to do all we can in the coming weeks, break the chain of contamination and root of this is identifying contact cases". Urges people to download application TousAntiCovid.
Protect: "If we want to avoid another lockdown we have to be more strict with those who are identified as contaminated".
Vaccine: "our strategy rests on several vaccins, some will be available end of Dec/Jan, others will arrive in Spring".
"First vaccines will be adminsitered once they have been validated by the health authorities."

"I will not make the vaccination obligatory."
"We will begin end of Dec/beginning of Jan by vaccinating those most fragile, ie elderly....we can control the epidemic in the long time. We have the means collectively to succeed in controlling then beating the virus."
*term
"The economic crisis will get worse..." Macron says we will know the extent of this next year."
4m families and 1.5m youngsters will receive financial help. Increase to the "solidarity fund".
Restaurants, bars, sports halls, discos, all places that must remain shut will get 20% of their turnover of 2019, or €10,000, which ever they prefer.
Hopefully above will be able to open 20 January.
Seasonal workers, student workers, will also be given financial help.
"I accept the decisons I am taking today...and I'm taking them to protect you as much as possible."

There is still a lot of uncertainty, but this is the calendar for the next few weeks.
Health crisis has lasted for almost a year, but don't fall into "resignation or anger". "I'm an optimist," Macron says.
"We have shown solidarity as never before..."
In the next few months we have to consolidate our strengths and correct our (economic?) vulnerabilities."
Macron says, "Do not submit to conspiracy theories, obscurantism and relativism. We will pick our economy up again.
In weeks to come we have a duty to ourselves and the nation to behave responsibly.
So, a three step end of lockdown but life is not returning to normal yet or in the next few weeks.
