Welcome to Day 5 of the recount. I am back at the Wisconsin Center in downtown Milwaukee this morning, where things should be underway soon.
Milwaukee County Elections Director Julietta Henry goes over the guidelines after the meeting is called to order. She reminds people that ballot envelopes with different color ink for the witness signature and “indefinitely confined” will be set aside.

The City of Milwaukee says 386 ballots in unopened envelopes have been found from a south side ward.
Claire Woodall-Vogg, the top City of Milwaukee elections official, took the 386 unopened ballots to the table for the city’s Ward 315 so they can be opened and counted.
After a 3-0 vote by Milwaukee’s elections board (or Board of Canvassers) the envelopes were delivered back to the table for the ward so they can be opened and counted.
And yes, these appear to be ballots from “The Garden District.”
Claire Woodall-Vogg says it appears that simple human error is the reason the 386 ballot envelopes were not opened at the City of Milwaukee Central Count on Election Day.
All 386 of the absentee ballots that are now being counted were received by Election Day, City of Milwaukee elections head Claire Woodall-Vogg says.
Asked about complaints about the poop emoji wristbands given out to recount observers in Milwaukee, County Clerk George Christenson said, “I always thought it was chocolate ice cream, personally.”
In other news, some people are not being very Wisconsin nice today.
