Dinkins was elected in November 89. This is the end of the year of the Central Park jogger and Yusuf Hawkins' murder. Redial tension was thick, heavy in the city. Also the same year as Do the Right Thing's release, which was prophetic for the year.

Even though Dinkens increased the police force, the NYPD took his entire election as an attack on them. And Giuliani whipped them into a frenzy against him. (For the record, NYPD never really fucks with any mayor except Rudy)

In 1991, a three day riot raged in Crown Heights, triggered 7 year old Gavin Cato was hit by a car driven by a Jewish man, then died after not being taken to a hospital quickly enough. Dinkins was found at fault for the lack of proper response to the riots, although the noted fault was him trusting top police brass's reports instead of making independent calls on how to respond.
Giuliani said he let the riots go on purpose because he was a Black Nationalist.

Dinkins paid for Garcia's funeral, which the PD saw as chosing sides. He then announced plans to organize a citizen complaint review board. And that's when Giuliani led 10K off duty officers to City Hall...

Off duty officers terrorized and intimidated Black City Council members, blocked the Brooklyn Bridge and side streets, and the 350 cops on duty let them rock.

This riot was basically a Giuliani campaign event.

Giuliani's own team suggested later that he should condemn the behavior at the protests to distance himself since he was clearly perceived as a ringleader.
He ignored it. And in 93 he won the election. CLOSE, but he won.

And THAT, ladies and gentlemen, is the foundation of why we don't fuck with Rudy, and rolled our eyes to the point of getting headaches with the "America's Mayor" shit, because he was exactly the kind of mayor you can imagine from this and his TV rants.
