I just went through drafts dating back to 2000 and the Bears have drafted 7 Quarterbacks over that time period. The league average is 8. Teams with more than 8 include Washington, SF, Cleveland, Baltimore, NE, Jets, Denver. Trades not included in those numbers.

Teams that have drafted equal to or less QBs than the Bears include: Min, Det, TB, Car, NO, ATL, Dal, Sea, TN, Indy, Mia, KC, LV.
League Average teams: GB, Giants, Rams, AZ, Pitt, Hou (Since 2002), Jax, Buffalo.

Just off the top of my head, the Bears also investing draft capital into Jay Cutler and Nick Foles.
