NC. Still seems too low but going as high as .8% is probably what saved the state from a similar fate as GA.

Why does the state of North Carolina have a mail ballot rejection rate 13x that of both Philadelphia county & the entire state of Michigan. And 4x that of GA. Are the people of NC just too dumb to properly fill out a ballot?
