So in trying to achieve the aims you have to accept that no single change will suffice . You need a number of changes that support and mutually reinforce each other .
So begin with the “easier ones”: 1. Make the caterpillar ruck illegal . 2. Reduce substitutes to five ( three front row specialists) with only three allowed to be used in total 3. Unless player in danger no stoppages for injuries 4.Kicks at goal on a 30 second stop clock.
5. No backs allowed to enter a line out maul 6.If a penalty is kicked directly to touch & ends up within 15 metres of the try line the throw goes to the defending team7.Introduce the 40/22 rule asap 8.First three scrum infringements against a team result in an indirect free kick
9.Ball held up over the line leads to drop out under the posts 10.Try which begins in your own 22 without a stoppage is awarded 9 points . After that you can consider more radical changes such as changing the offside line around a breakdown but those ten are a start.
Looking around Twitter today looks like I’m not the only one @JiffyRugby @stephenjones9
And those ten are by no means an exhaustive list
