#Ludagate is for stoner idiots that never took a music theory class. Drums keep the tempo (usually) in any given pop / rap track. The off beat is not the beat. Next people will be freaking out about ska guitar. Examples to follow:
I Got Five On It - Urban Takeover / Aphrodite / Mickey Finn

The track starts out with the regular 4/4 ~60 Beats Per Minute rap tempo, at about 22 seconds in, which is the backbone of all drum n bass, then proceeds to 120 BPM at about 1:06 (double snare)
At 1:50 the main rap 4/4 60 BPM breakdown hits with the hook sample chorus. At 2:34 it goes into the simplest of jump-up Drum n Bass beats.
4/4 60 BPM:
4/4 120 BPM:
Drum n Bass 175 BPM. It still uses the 4/4 as the main underlying backbone, it's just sped up with flourishes added. If you dance to it at half speed (every other snare) it's still the same old 4/4 rap song beat.
Another D&B example with the second snare hitting an early off beat, second kick drum missing. The underlying tempo remains the same. D&B used to sample old jazz tracks (amen break) which is where all this comes from.
