1) conducted an "investigative car stop" that included trying to find out the driver's employer
2) called in a long line of people waiting to be tested for COVID in West Baltimore
3) surveilled Penn North and the ASA Detail
4) kicked a man experiencing homelessness out of a parking garage
5) surveilled the March for Housing

Foxtrot has been circling around Linkwood Park, where a protest is scheduled to start at 5:30.

Let's see how BPD spends our money tonight.
Scanner: cop mentions they are "checking Roosevelt Park and the other parks" because "there was nobody in Linkwood" where tonight's protest is expected to start; sending Foxtrot to fly over Linkwood Park again.
Scanner: dispatch sending cop to Ellwood Park in East Baltimore in response to an anonymous call alleging people are fighting there.
Scanner: Foxtrot tells a cop stationed near Linkwood Park to "look behind your car to the next intersection" to see "4 or 5 people" getting out of cars, and also to watch someone who seems to be cleaning up the walking trail in the park.
Scanner: cops and Foxtrot are coordinating watching tiny (2-4 people) groups walking on Stony Run Path and sidewalks near Linkwood Park to "see which way they go."
Scanner: cop calls in that "Royal Farms is secure" (there's a Royal Farms on Cold Spring Lane near Linkwood Park) and says his "only concern" is people walking west on Cold Spring.
Scanner: cop who says he's on the 2100 block of Wilkens in Carrollton Ridge says "she jumped out in front of my car;" unclear what he's implying happened after that.
Scanner: cops are watching out for someone they call a "lone wolf walking by himself" who turned onto an alley off of Coldspring near Linkwood Park, noting he had a backpack and a face covering.

Scanner: cops stationed on the constant security detail around BPD HQ are doing a roll call right now, because of the risk of a "protest coming down from the Northern." Cops are told to "man your posts, make sure you're 100% right now."

They're 4 miles apart.
Scanner: cop is told to watch for someone on a street near Linkwood Park, noting "he wasn't dressed like the group but he may be part of it."
Scanner: cop surveilling the protest in Linkwood Park reports that there are "25, maybe 30 in the park now." Another cop: "I don't think I've gotten over 20." Cops and Foxtrot are informing each other on the movements of groups of 2-3 people each walking near the park.
Scanner: about a call for investigating an alleged theft, cop says, "let that person know that we're really busy, so it's going to be a while before anybody gets there in case they want to make a report over the phone."

Scanner: a fresh Foxtrot unit, relieving the one that's been circling Linkwood Park for the past hour, reports that the protest group is walking north from the park toward Cold Spring.
Scanner: cop announces, "I'll be headed over to the State's Attorney detail."
Scanner: cop is watching a small group of people moving "northbound on Weldon" and notes "they're not affiliated, they're juveniles."

Because cops don't just spend their time watching protests - they also spend their time watching kids walking through their neighborhoods.
Scanner: cop stationed to surveill the protest is told to "just move your car a little bit away from the trail. We don't want any vehicles damaged."
Scanner: cops report that the protest group is walking together "halfway between Coldspring and Overhill, still on the footpath."
Scanner: Foxtrot, still circling above the protesters, reports that "they've put their umbrellas up, I don't know if that's a sign of anything to come, but just to be aware." Cops are being sent to the Rotunda and to cut off southbound traffic on Roland.
Scanner: cop is told to "get your people in the van and get to the rear of where they're walking." Cop asks whether they want a Civil Disturbance Unit or a Mobile Field Force; the answer is a Civil Disturbance Unit.
Scanner: a second CDU (Civil Disturbance Unit) is being sent to Poly on standby, and a third is being sent to FOP.
Scanner: cops say protesters are moving north on Falls Road from Coldspring. Speculating "they may try something in Cross Keys and some of those other shops up here." Cop reports that Cross Keys security is locking up their gates. CDU confirms it's following the group.
Scanner: cops say protesters have turned from Falls Road onto Harvest Road, into Roland Park.
Scanner: cop watching the protest says, "it just looks like they're circling back around unless they're going to someone in particular's home, which I don't think." Then: "they've gotta have some kind of purpose for walking up here."
Scanner: cop tells others to "be cognizant of the vehicles that's around them, that's their trail cars, so watch those vehicles as well."
Scanner: cop reports that protesters are walking east on Beechdale Road and notes they'll probably end up on Roland Ave. Cops at Northern and Falls are told to "take the entire group one block east" and standby at Northern and Roland.
Scanner: Incident Command tells CDU 2 (the second Civil Disturbance Unit) to go standby at Poly. Cop notes that the protesters are all stopping in the street now; it's a very slow pace."
Scanner: cop reports that he is "sitting at Roland and Upland where there's a small section of stores."
Scanner: an additional cop is sent to Upland and Roland to "sit by some restaurants and ATM machines."
Scanner: cop notes that protesters are coming up on a club house, and "I don't see any gate on that driveway so we'll watch it, make sure they don't do anything there."
Scanner: cops say the protest has moved onto Roland Avenue headed toward Cold Spring; mention a "young man with a bullhorn" in the group.
Scanner: cops have been blocking Roland Ave and moving toward Coldspring, but a cop breaks in saying emphatically to "change plans, they are now going down the side streets: Kenwood, eastbound from Roland." Foxtrot adds they have turned south on Woodlawn.
Scanner: cops are coordinating blocking traffic on Coldspring. One cop tells another: "the vehicle in front of Miss Shirley's, turn your vehicle around and face west so you can see them coming. Don't have your back to them."
Scanner: cops say the protest has turned south on Kittery Lane, into Keswick. Cop says to "keep this eastbound traffic on Coldspring blocked off, just in case they pop back out on Coldspring."
Scanner: cop surveilling protest says they are "still on Overhill headed back to where the cars were parked earlier."

We're on 3 hours and counting of multiple cops and Foxtrot watching this group of 20-25 people.
Scanner: cop is instructed to keep following the group of protesters, which has split in two. "The larger group went south; the smaller group is probably walking back to their cars on Coldspring." Another cop reports the group has turned south on Wickford.
Scanner: cop says, "there's 3 of them on University Parkway, just walking on the median there. But there's no more bigger groups than 3 that I can see."
Scanner: cops are still monitoring groups of no more than 3 people who are leaving the protest, which sounds like it's breaking up. Cop says, "keep an eye on Rotunda, just in case they want to walk to the Rotunda."
Scanner: Incident Command tells someone, "We're shutting down the room and demobilizing everyone, you have it until the all-clear."
"Yes sir, thanks for all your help."
"Yup, good job."
