After reading Chapter on Underemployment in Agriculture by Arvind Pangariya, I feel that recent Agricultural reforms by Modi govt are just peanuts. He has suggested a package of comprehensive reforms.

But looking at the political opposition even to such simple reforms, I have no hopes that these things can ever be implemented in India.

He suggest following measures -
1. Completely abolishing APMCs & MSP mechanism & replace that with increase in Cash trf under PM Kisan.
2. Completely abolish Ration Card mechanism & MGNREGA & trf cash to BPL for buying grains through normal shops.

Eg. If Govt is spending say 5 Lac cr on buying Agri produce at MSP through Food Corporation of India (FCI) store that, distribute it to poor people through Public Distribution System (PDS), then directly trf that money to bank account of Farmers, BPL people.

Same should be done with each n every subsidy currently distributed in kind.

Instead of present 6k per year, govt should trf say 48k per year & farmers should be made to sell their produce at market rate based in Demand-Supply outside APMC.

Same with BPL population. They should be made to buy food grains from pvt shops at market prices instead of govt giving them subsidized food grains through PDS. And FCI should be made to compete with pvt shops by buying Agri produce at market prices instead of MSP &...

...selling it only in those areas where Pvt shops aren't available. This way govt can get away out of highly inefficient FCI which is heavily overstaffed & full of corruption.

Another imp reform is to allow Farmers to Sell/Lease their land & allowing pvt party to buy it...

... without limit on land holdings. In short, allowing Industrial Farming & allowing Agri land to be converted into NA land. The main purpose behind all these is to move people out of Agriculture & make agriculture efficient & improve Farmers Incomes.
