The joker could be a netrunner called Lowkey, after the trickster god and he employs stealth and has a boostergang of clowns.

Bane, a solo. Harley, lowkey's girl. Penguin, a fixer, also know as the Bird, or Raven.

Twoface, has cyberpsychosis. Has half a face of grafted metal. Sees evertthing black and white.

Kat, also a netrunner but more focused on stealth than Lowkey

Enigm@, another netrunner. A Genius behind the deck. Based of the Riddler.

Lowkey seems to me an exec, netrunner, rockerboy

Scarecrow is not a person but a virus that infects users and Brings temporary psychosis like a bad trip and shows the worst fears a person has.
